One thing that is a sure bet to draw people to your craft displays is to keep a jar of *GOOD* candy. Not cheap little lollipops, get some mini Candy bars or something. They're really not that expensive at Wal-Mart.
That way, people will stop to grab a bite to snack on and will probably take a few moments to glance at what you have to offer instead of just rushing through the aisles. This offers you the opportunity to strike up a cheerful conversation. Nothing too forceful, just a simple, friendly "Hello, How are you? Are you enjoying the craft show today?"
Many times I've bought things from craft fair booths simply because I thought they were very nice and I wanted to help support them.
Similarly, keeping a dog or a cute little kid at the booth works to keep people near/around your booth. This is also an opportunity to grab them into a conversation and tweak their heartstrings. For instance if you have a little dog you could say something like "Little Rover and I love to just sit on the porch and knit these scarves..." Try not to make too over the top, but it works, I've done it before!
